The state government has issued detailed guidelines to apply for the Subhadra Yojana, a pioneering step towards women empowerment.
Women and Child Development Department to start the application process for Subhadra Yojana
The form will be available at anganwadi centres, block offices, municipal offices, Mo Seva Kendras and public service centres and suitable places as prescribed by the respective district or municipal administration. The government has directed the administration to print forms in large quantities which will be made available free of cost to the applicants.
Development Commissioner Anu Garg has directed the Director General of Police to take necessary security measures at the form distribution points and keep a close watch on touts and miscreants.
The scheme will be implemented in all the 30 districts of the state. All women who meet the eligibility criteria will be included in the scheme.
Goals and Objectives:
Providing financial support, creating awareness about women's rights, improving health and educational status, promoting financial freedom and entrepreneurship, promoting digital financial literacy and empowering them for personal and global growth.
Benefits under Subhadra:
- Subhadra Card (ATM--Debit Card) will be issued to all the beneficiaries to create a sense of identity and empowerment.
- All eligible beneficiaries will get Rs 50,0 (Rs 10,0 per annum) for five years i.e. between 2024-25 and 2028-29 if they meet the following eligibility criteria every year.
- An annual instalment of Rs 10,000 will be deposited in two instalments of Rs 5,000 each.
- Women above the age of 21 years will get Rs 10,00 per annum from the date of eligibility for the remaining years of the scheme.
- At the time of completion of the scheme, women who are 60 years of age will be paid Rs 10,00 per annum only till the age of 60 years.
- Every year, the first installment will be released on Raskha Bandhan and the second installment on International Women's Day (March 8).
- The amount will be credited to the Aadhaar enabled and DBT supported single holder bank account through Direct Benefit Transfer (DBT) using Aadhaar Payment Bridge System (APBS) in the name of the beneficiary.
- The government will launch a comprehensive awards and accreditation programme to promote digital transactions. Under this, 100 women of all gram panchayats/municipal bodies, which have done the maximum number of digital transactions in a financial year, will get an additional benefit of Rs 500 through their bank accounts. (A detailed SOP will be prepared and notified).
Eligibility Criteria for Beneficiaries:
All women beneficiaries will have to meet the following eligibility criteria to avail the benefits of the scheme:
- The applicant must be a resident of Odisha.
- To be eligible for the scheme, applicants must be 21 years or more and below 60 years of age as on the date of eligibility.
- The date of birth recorded on the Aadhaar card will be taken as the final date for calculation of age.
- For the financial year 2024-25, the age should be 21 years or more and below 60 years by 2024. Therefore, the date of birth of the applicant should not be before 02.07.1964 or after 01.07.2003. For subsequent years, the qualification dates will be decided by the government.
Eligibility Criteria:
Women falling under the following criteria will be ineligible to avail the benefits of the scheme:
- As of July 1, 2024, no woman below 21 years of age and above 60 years of age will be eligible for the financial year 2024-25.
- Women receiving assistance of Rs 1,500 per month or more or rs 18,00 annually from any state or central government schemes like pension, scholarships, etc. will not be eligible.
- If a woman is a member of her own or her own family:
- A sitting or former MP or member of the Legislative Assembly.
- An income tax payer.
- Any elected public representative in any urban local body or panchayat raj institution (except ward members, councillors)
- Any industry/board/local body/organization under the Government of India or any State Government/Regular/Permanent/Contractual Employee or is getting pension after retirement. All salaried employees and all employees employed through outsourcing agencies will be eligible under the scheme if they meet all other criteria of the scheme.
- A nominated representative of any Government Department/Industry Board/Government of India or State Government.
- The irrigated land of the applicant's family should be more than 5 acres and the unirrigated land should be more than 10 acres.
- Apart from tractors, middle trucks, small commercial vehicles and other light goods vehicles, they own four-wheelers.
- A woman from a family deprived of nfsa/sfss card can apply under Subhadra, whose family income is more than Rs 2.50 lakh.
Beneficiary Identification:
- All eligible women applicants will have to apply to avail the benefits of the scheme.
- You can fill a printed form and apply offline and online through subhadra portal.
- Adequate printed application forms will be available free of cost at various places and offices like Anganwadi centres, block offices, Mo Seva Kendras, Public Service Centres etc.
- Applicants will have to fill the form and submit it to the nearest Mo Seva Kendra/Public Service Centre.
- If any discrepancy is found between the form submitted by the applicant and aadhaar, the information contained in aadhaar will be accepted as final.
- All applications collected will be cross-checked through the latest available database available with the government and field investigations if required.
- All applicants to be considered eligible under "Subhadra" will have to submit the declaration form for e-KYC. Beneficiaries can complete the face authentication process in e-KYC and enable Subhadra Portal/Subhadra Mobile App by providing Aadhaar number.
- Through the Subhadra portal, an aspirant for the empowerment and welfare of his colleagues in Odisha can voluntarily choose to withdraw from Subhadra.
Requirement for availing facilities under Subhadra:
Women who are eligible and have applied for benefits under Subhadra will be asked to ensure the following guidelines:
- They must have an Aadhaar card/Aadhaar number in their name.
- They must have linked their mobile number with the Aadhaar card.
- They must have a single holder bank account which is Aadhaar-enabled and direct benefit transfer (DBT) enabled.
If the beneficiary does not have an Aadhaar number or the data on his Aadhaar card does not match, he/she will have to register himself with Aadhaar or modify the data as required.
If the beneficiary does not have a single Aadhaar-enabled and DBT-enabled debit account, he/she will have to (a) open a single bank account, (b) make the bank account Aadhaar-enabled, (c) DBT-enabled the bank account and (d) complete the one-time e-KYC process.
In the financial year 2024-25, all the beneficiaries, irrespective of the date of approval, will get a total benefit of Rs 10,00 under Subhadra from the date of launch of the scheme.
Responsibilities of applicants/beneficiaries:
All applicants/beneficiaries under Subhadra will have to discharge the following responsibilities:
- To ensure efficient and smooth transfer of facilities, beneficiaries should open a single bank account, enable aadhaar payment bridge system (ABPS) and direct benefit transfer (DBT) and formally ensure electronic know your customer (e-KYC).
- The beneficiaries are required to provide accurate and accurate information during the application process. If at any point of time the beneficiary is found ineligible, the facility will be discontinued immediately and legal and administrative action will be taken to recover the benefits and frauds.
- If the sanctioned beneficiary is declared dead due to an unfortunate incident, the sanctioned assistance will be cancelled and the facilities provided in the name of the deceased cannot be claimed.
- If the beneficiary/applicant is ineligible, Subhadra can withdraw from the scheme on the portal. For example, getting a government job, improving the financial condition of the family, etc.
- The beneficiaries will be encouraged to carry out more digital transactions to get more incentives.
- By applying under Subhadra or not, the beneficiary will have to give consent for the use of his data, including Aadhaar, for monitoring and evaluation by the planning authorities.
- In case of payment of excess due to administrative lapses, the beneficiaries will be liable to refund the excess money either voluntarily or after being identified by the authorities and as soon as they are contacted.
Monitoring and Evaluation Process:
The scheme will be monitored through a robust monitoring and evaluation system designed to measure the benefits of the scheme, compliance with the guidelines of the scheme and the overall impact, effectiveness and reach of the scheme.
Management and Monitoring Committee:
A State Level Management and Monitoring Committee (SLSMC) will be set up at the state level to oversee the effective implementation of the scheme.
